In light of technological progress, and in the modern era, human capital is one of the most important elements in the industry process, which is the most important manifestation of progress, which must be prepared through a group of institutions, including the Industrial Technical High School, and link it to the needs of the labor market and the requirements of the concerned parties, as the Industrial Technical Secondary School, in light of the requirements of this era, cannot operate in isolation from production institutions, which represent the labor market for its graduates on the one hand, and an effective tool for achieving economic growth, as it relies on well-trained human forces, as required by the local and global labor market, and the requirements of the parties Concerned with the Industrial Technical Secondary School of competencies on the other hand.
All societies seek to achieve progress and prosperity in all fields of political, social and economic life, taking into account the complementarity and compatibility between these areas, but the economic aspect is the main influence and motive for the movement of progress and prosperity within any society. and developing alike. Therefore, industrial technical education prepares skilled workers of technicians because this leads to the development of any society, and therefore working to solve its problems must be a priority for decision-makers in the state.
One of the main challenges that industrial technical secondary education schools face is managing their performance. There is a viewpoint that sees performance development lies in the way in which they perform their performance and helps them address various problems related to performance management systems. In : It leads to more equitable and sustainable social development by giving stakeholders the right to participate in decision-making processes, it also allows for better risk management and preservation of reputation and allows maximization of the use of tangible and intangible resources to solve problems and achieve goals that cannot be reached by By the institutions alone without the participation of the concerned parties, It also enables institutions to benefit from the concerned parties in improving their processes and products, and increases confidence building between the organization and the concerned parties in improving their operations and products, and increases confidence building between the organization and the concerned parties.
There are many modern institutional performance management systems, and one of these management models is the performance prism (pp) or performance measurement prism, which was developed by the scientist Neely in the year (2002 AD) in order to take advantage of its advantages in addition to addressing the weaknesses of other administrative systems This model proposes five aspects of performance with interrelationships: satisfaction of stakeholders, stakeholder participation, strategies, processes and capabilities. internal (strategy, capabilities and processes) and similarly on integrated financial and non-financial performance measures.
The researcher was interested in studying industrial technical secondary education for the purpose of developing performance, trying to take advantage of the performance measurement publication model as one of the modern administrative models, which is based on identifying the concerned parties and what they want and need from the institution and what the institution wants and needs from the concerned parties, strategies, and processes that the institution must adopt to meet The needs and desires of those stakeholders and the capabilities that they require effectively and efficiently.
- Problem of the study
Pre-university education in Egypt in general and industrial education in particular still suffers from waste and losses in quantitative and qualitative aspects, and the administrative side bears the largest share of that responsibility. Fawzi Rizk Shehata’s study warned of several problems that Egyptian technical and industrial secondary education suffers from, such as: high unemployment rates Among the graduates of industrial secondary schools, and the weakness of the sufficiency of information and communication technology skills, and the skills of teamwork among graduates of industrial secondary education, as well as the weakness of planning, coordination and integration between industrial secondary schools and the industry sector in Egypt.
The study of Jamil El-Sayed Ahmed Farghali added that Egyptian technical industrial secondary education suffers from several problems, such as: the modest funding available for the development of industrial technical secondary schools, the lack of connection of some disciplines with the local environment and labor markets, limited cooperation between industrial technical secondary education institutions and the surrounding environment, and weak participation community in the development of industrial technical secondary education. Magdy Maher Masiha explained that there are several difficulties that prevent the participation of state ministries, the business sector and professional syndicates in the development of technical and industrial secondary education schools in the Arab Republic of Egypt and that these industriesThey are represented in the following: the lack of legislation obligating the supporting bodies to develop education, the weak coordination between the supporting bodies and the secondary technical industrial education schools, and the weak communication between the technical industrial schools and authorities.
Many previous studies and research have confirmed the existence of some problems that suffer from industrial technical secondary education in Egypt, which negatively affect the efficiency of graduates of this type of education, whether they meet the requirements of the labor market, or the weak performance of school principals in the face of developments and challenges. Some previous studies have found:
-Technical secondary education of all kinds suffers from shortcomings in goals and means of achieving them.
- Weak role of the secondary director in monitoring and analyzing problems and obstacles in the school.
-The scarcity of the technical and industrial secondary school principals’ ability to have good communication inside and outside the school, which affects their efficiency and effectiveness.
- Diversification at this stage did not take into account the tendencies and readiness of the students.
-The poor quality of graduates and their poor level in general.
-The weak ability of the educational authorities to provide educational services appropriate to the needs of students, the community and the concerned parties in the institution.
One of the studies on the reality of industrial education in Egypt revealed that it suffers from major problems, the most important of which are unemployment, separation from the labor market, inflexibility of the structure, the absence of channels of communication with public education, the low social status of it, and the isolation of its vocational preparation curricula from technological development in the fields of production. The interest of the Ministry of Education in Egypt in developing secondary technical and industrial education, but it faces many problems beyond achieving its goals and objectives, which calls for interest in using new methods and approaches that help address these problems. These problems are summarized in problems related to funding, problems related to the study system, and problems related to admission policy. ..........etc..
On the level of Egyptian studies, Magda Ahmed Ragab Ahmed’s study (2017) indicated that there are a number of problems and shortcomings in the performance of technical secondary schools in general and industrial secondary schools in particular, which led to the deterioration of their performance as an educational institution. The researcher aimed to identify important processes In the industrial technical secondary school, which can be relied upon to re-engineer the school’s organizational structure with the intent of making fundamental improvements in its performance.
Also, the current corporate performance measurement systems need to be changed due to the following:
1) Neglecting human capital: where there is no link between the important success factors of the organization and the personal success factors of employees.
2) Increasing the focus on financial metrics over non-financial metrics.
3) The weak link between the common ambition and the special goals of the institution, which resulted in inefficient support for employees to work according to the performance standards and implementation plan of the institution.
4) Focusing on the needs of one or two groups of concerned parties, as most of the performance measurement parties focus on the needs of their owners and perhaps customers of the institution, forgetting the parties concerned with others such as employees and suppliers.
5) Ignoring the changes that must be made to the strategies, operations and capabilities of the institution in order to meet the needs of the concerned parties.
6) neglect of the reciprocal relationship between the enterprise and the concerned parties; The institution has needs from the concerned parties, just as the concerned parties have needs from the institution.
Therefore, the various institutions sought to develop performance measurement systems aimed at determining the quality of performance and judging by it the performance of the institution and its employees for business and funding priorities and increasing the motivation of all parties concerned with the institution to improve overall performance and promote and promote the name of the institution by convincing the concerned parties that the institution provides a good level of business and learning and improvement The performance measurement publication is one of the modern performance measurement systems that overcome many of the shortcomings of traditional measurement systems; Especially with regard to the parties involved.
As the performance measurement prism model depends in the idea of its coin on the interdependence and interaction between its five dimensions, it begins with identifying stakeholders on their diversity, monitoring their needs and requirements, as well as identifying the needs of the institution from them, then building institutional strategies in light of these needs, and this is followed by identifying Institutional capabilities of: human and material resources, infrastructure, and identification of the various institutional processes for planning and institutional management that achieve these strategies in the light of institutional capabilities, and the work of all of this is complemented by setting a framework of performance measures and standards for each of these dimensions, and all of this complements each other. , Failure in any dimension affects the rest of the other dimensions.
It is clear from the above that the Industrial Technical Secondary School suffers from a number of problems and shortcomings in performance, which led to the deterioration of its performance as an educational institution. This motivated the researcher to approach this approach to find out how it is used in educational systems to improve their performance.
In that, this study seeks to answer the following main question:
How can the performance of the Industrial Technical Secondary School in Beni Suef Governorate be improved in light of the performance measurement publication’s entrance?
from this main question, the following sub-questions are derived:
1) What are the theoretical bases of the performance measurement publication and its use in educational institutions?
2) What are the best international practices in using the performance measurement brochure in industrial technical secondary schools?
3) What is the nature of the performance of industrial technical secondary schools in Egypt?
4) What is the reality of the performance of the Industrial Technical Secondary School in Beni Suef Governorate in light of the aspects of the performance measurement brochure?
5) What is the proposed scenario for developing the performance of the industrial technical secondary school in Beni Suef Governorate in light of the performance measurement publication’s entrance?
Objectives of the study :
The current study seeks to clarify how the performance measurement publication is used in measuring and developing performance for industrial technical secondary schools through the following:
-Presenting the theoretical foundations of the performance measurement publication and its use in educational institutions.
- Reaching the steps for using the performance measurement brochure in industrial technical secondary education schools.
-Presentation of the best international practices in the use of the performance measurement prism in industrial technical secondary schools.
- Monitoring the performance reality of industrial technical secondary schools in light of the aspects of the performance measurement publication.
- Develop a proposed vision to develop the performance of the industrial technical secondary school in the light of the entrance to the performance measurement publication.
the importance of studying :
The importance of the current study stems from the importance of using modern measurement systems that target two main functions: the first: ensuring that institutions are kept accountable for performance and business, and the second: facilitating the learning and performance development processes.
- An attempt to link the social sciences with the natural sciences.
- The current study attempts to diagnose the strengths and weaknesses in industrial technical secondary schools in order to find out the current situation of industrial technical secondary education.
Providing policy and decision makers with some mechanisms that may contribute to developing the performance of the industrial technical secondary school.
- This study is of interest to those responsible for industrial technical secondary education, as well as researchers and educators who are interested in this field.
- What was recommended by conferences and symposia, where the 25th annual scientific conference of the Egyptian Association for Comparative Education and Educational Administration, entitled “Educational Systems and the Knowledge Society”, which was held in the conference hall of the guest house - Ain Shams University, on January 27-28, 2018 recommended an attempt to link sciences Social sciences.
- This study will also present an application for the use of the performance measurement prism in technical and industrial secondary schools, given the importance of the role that these schools can play in achieving their competitiveness and meeting the requirements of the labor market and the needs of the various categories of stakeholders.
Limitations and Justifications:
The limits of the current study are:
Spatial boundaries: The current study is limited to studying the performance measurement publication, as well as the technical industrial secondary education system, the three-year system and the reality of performance in the industrial secondary school, as well as the historical development stages of industrial technical secondary education and the extent of performance development for these schools through the use of the performance measurement publication model that sheds more light On the categories of the various stakeholders in the school and the extent of their participation with a presentation of some global practices of the aspects of the performance measurement publication (satisfaction of the concerned parties - contributions of the concerned parties - strategies - operations - capabilities)
Spatial boundaries: The study was applied to technical and industrial secondary education schools in Beni Suef Governorate, the three-year system.
Human limits: the study tool was applied to individuals from the Industrial Technical High School (managers - agents - specialists - first teachers of theoretical and practical subjects).
Among the most important justifications for the study:
Draw the attention of the officials to the necessity of developing the performance of the Industrial Technical Secondary School in light of the requirements of the concerned parties or the needs of the concerned parties, because this leads to the development of any society, as the economic aspect is the main influence and motive for the movement of progress and prosperity within any society, and the human elements are the backbone that builds It is the industry, which is the most important manifestations of developed and developing countries alike.
- Beni Suef Governorate was chosen due to the similarity of the central application in the administration and the similarity of the administrative context within the schools among the governorates of the Republic, in addition to the low degree of cultural and administrative disparity between them.
- The technical industrial secondary school has been chosen for the three-year system because the industrial secondary schools of the three-year system represent approximately 84% of the total industrial secondary schools at the level of the Arab Republic of Egypt..This type of school aims to graduate the “technical” category to serve the industry, schools Industrial vocational high school, the three-year system, at a rate of about 2%, as well as classes attached to industrial secondary schools. The three-year system for preparing industrial teachers at the basic education stage is about 1%.
-Study Approach :
The current study requires the use of the descriptive approach. The descriptive approach represents a method that the researcher relies on to obtain accurate information, which depicts the social reality and contributes to the analysis of its phenomena. It is also based on the study of phenomena as they are in reality and expressing them in a quantitative and qualitative manner. It is also concerned with determining the conditions and relationships that exist between reality and expression, identifying common and prevailing practices, and identifying the beliefs and trends of individuals and groups and their methods of growth and development, It is a set of procedures that are integrated to describe the phenomenon or subject, depending on the collection of facts and data, their classification, processing, and adequate and accurate analysis; To extract its significance and reach conclusions or generalizations about the phenomenon or topic. The descriptive approach was used to identify the reality of performance in the Industrial Technical Secondary School in order to develop its performance in light of the entrance to the performance measurement publication.
The study used the case study method, which is known as the method based on a specific case study with the aim of collecting in-depth information about it, which is useful in giving information that cannot be obtained by other methods, and the case study method is appropriate for use when the research focus is on a contemporary phenomenon within the context of real life. It is also preferable to use it when there is a desire to study a case that contains many variables and factors related to each other and when these factors and variables can be observed.
The case study approach is considered one of the research and scientific approaches, which studies individual, bilateral and societal phenomena and cases with the aim of diagnosing them, through the information collected and tracing their sources in order to obtain the factors that caused the case, and thus the researcher arrives at accurate results and treatments through an integrated study.
- Tools and sample study:
A questionnaire was designed to identify the reality of performance in the technical industrial secondary school in order to develop its performance in light of the introduction of the performance measurement publication. It was applied to a representative sample of technical industrial secondary school principals, agents, specialists and first teachers for theoretical and practical subjects in Beni Suef governorate, taking into account that the sample is representative of all The seven educational departments of the Directorate of Education in Beni Suef.
-Study plan :
- Steps to study:
• The first step is to determine the general framework of the study, including the introduction, the study problem, the objectives of the study, the importance of the study, the limits of the study and its justification, study terms, study tools, study methodology, study sample and previous studies.
• The second step: It includes a theoretical framework for the nature of the entrance to the performance measurement publication in terms of its concept, its inception, its work philosophy, its importance, and its components, the parties concerned with the institution and its importance, the steps of its use, the pillars of its use from the point of view of modern administrative literature.
• The third step: It includes a presentation of some global practices of the aspects of the performance measurement publication (satisfaction of the concerned parties - contributions of the concerned parties - strategies - operations - capabilities) in light of the experiences of some foreign countries and clarification of the aspects of benefiting from these practices to come up with a set of mechanisms used to strengthen the relationship between the categories of parties The various concerned and between industrial technical secondary schools
• The fourth step: developing a theoretical framework on the nature of the industrial technical secondary education stage in terms of concept - origin - philosophy - importance - goals, as well as studying the reality of performance in the technical industrial secondary school theoretically in light of the dimensions of the performance measurement publication (strategies, processes and capabilities) with identifying the concerned parties Technical Industrial Secondary School, identifying their requirements and contributions, and finally presenting the attempts to develop industrial technical secondary school in light of the requirements and contributions of the concerned parties.
• The fifth step: the field study revealed the reality of performance in the technical industrial secondary school in light of the five aspects of the performance measurement publication (satisfaction of the concerned parties - contributions of the concerned parties - strategies - operations - capabilities) in order to develop performance for schools of technical secondary education in the three-year system.
• The sixth step: to develop a proposed vision for developing the performance of industrial technical secondary schools in light of the entrance to the performance measurement publication.
