As ideas conceptions change, it is not unusual that the features of old towns also change. Every town has transformed into two towns: one where the most modernised architectural and urban methods of regulation applies; and another, the old one, that has turned into a warehouse of history and tradition. The latter is the one that represents the concern of this present study.
Although the old town is usually with many elements of architectural and urban heritage, it still seems dilapidated, suffering from poverty, negligence and lack of proper services. The situation as such has led to many crucial problems in old towns, the solution of which has, unfortunately, been of disastrous consequences. The historic centre has been badly segregated and many whole sectors have disappeared and were replaced by strange urban pockets. The problems remained. Plans made for many towns have never been enough to solve the problems. Simply because they were short of any practical effectiveness. What old towns need is continuous urban maintenance. This has to be done within a framework that takes into consideration both immediate and future needs. Therefore, upgrading is considered to be the best approach to deal with the problems of those areas. Upgrading has continued to attract an increasing interest, especially as an approach to solving the problems of old deteriorating areas. Upgrading has been developed as an approach of technical, administrative, economic and social potentials. Its importance has surpassed that of town planning, since the former has proved to be more efficient in dealing with reality. This study, thus, aims at analysing the potentials of upgrading as an approach to solving the problems of old areas in the Egyptian city.
The study starts with the theoretical framework related to upgrading old areas. It focuses on comprehensive upgrading through its policy, strategies, aims, problems and positive and negative aspects. Then, old areas are defined through the factors that influence them and the problems that face them. The first chapter concludes that old areas are in need to a distinctive approach that could deal with their problems. It is found that the comprehensive approach of upgrading is the most suitable one to deal with those areas that need social, economic and urban upgrading.
The second chapter is concerned with local and international experiences. Experiments of selected countries were reviewed in an endeavour to identify the lessons of experience. Some local studies in the field of upgrading were also reviewed. The chapter ends up with the conclusion that developed countries are more concerned with the protection and conservation of old areas. However, these countries have not used upgrading as a comprehensive approach for the non-existence of social and economic problems similar to those found in Efyptian towns. Cultural awareness among most citizens in developed countries is found to represent another major difference. As for the Arab countries, upgrading was practised in its comprehensive form for the acute need to confront a multitude of social, economic and urban problems. The insufficient cultural awareness was also found tp represent a major problem. Locally, old areas were found deprived of sufficient concern, although they are usually very rich with monuments and heritage that deserve conservation.
The third chapter deals with the comprehensive approach to upgrading old areas. Forms of upgrading and the sequence of upgrading processes were studied and reviewed. The chapter concludes that upgrading such areas is a complex process that requires a special attention to be applied.
The fourth and last chapter of this study deals with the results of a field study conducted in the area of ”Quissariya” in Assiut City. The Chapter reviewed the historical evolution of Assiut city and the results of an extensive social, economic and urban survey of Quissariya. The chapter ends up with the formulation of some recommendations related to the upgrading of Quissariya. Some general recommendations were also formulated in relation to other old areas in Egypt in the hope of their upgrading in the future.
