This study aims to understand, analyze and interpret the process of digital citizen’s employment of communication technology in social development issues; To reach a proposed vision taking advantage of social networks - as a tool of digital development for media - in achieving the sustainable development goals.
The researcher relied on the Media Dependency Theory and the Participatory Communication Approach as a theoretical framework for the study; through which it is possible to explain the effects of the Egyptian citizen’s exposure and follow-up to the development issues raised through the social network Facebook on the awareness of the citizen “user” of his capabilities and his role in effective participation in achieving Egypt’s Vision 2030.
This study belongs to the ”qualitative” research that relied on the survey method. The researcher used content analysis in addition to a field case study, and the study community was divided into: the study community of development pages via Facebook, and the study community of digital citizens participating in societal development activities through Facebook pages.
The researcher used a sample of (191) posts to analyze the content of (5) development pages on Facebook that were selected based on a pilot survey study that was conducted. Content analysis and e-questionnaire were applied as tools for collecting data and information, answering study questions and testing its hypotheses.
The study revealed that Facebook has been employed as a digital media for development, focused on addressing economic and societal issues rather than environmental issues. The development pages have benefited, in varying degrees, from the technological and interactive facilities in grabbing the attention of large numbers of followers, arousing interest, influencing the attitudes of medium numbers, and motivating them to interact and community participation. The study proved that the greater the intensity of exposure and the degree of interaction of the Egyptian citizen with the pages of development issues via Facebook, the greater its positive cognitive, emotional and behavioral effects (his awareness, interest, and attitudes) towards: sustainable development, Egypt’s Vision 2030, citizen participation in achieving sustainable development goals, and the role of socialnetworking sites in sustainable development.
