Abstract

A global concern claims that activities and functions that once filled traditional public spaces are privatized, less and less oriented to the public. In Cairo’s new settlements, public spaces don’t contribute to its public life. Design attributes and other intangible factors affect space’s quality in Cairo’s new settlements. This research aims to identify design attributes for designing spaces into places for the users of New Cairo as one of Cairo, Egypt’s new suburban settlements. Enabling a community character for a specific cultural context through retaining traditional street patterns, vistas, and landscape aims to provide quality public spaces leading to a better quality of life. This research then follows a grounded theory approach through a two-phase study. The first phase depends on an assessment of six chosen public spaces around Cairo with the assistance of Jan Gehl’s twelve criteria to identify attributes of quality in design. The Second phase is a field survey for New Cairo’s residents. A questionnaire is conducted to investigate users’ needs’ impact on place-making as a contributor to designing quality public spaces for a specific cultural context. The study’s findings include an elaboration on Jan Gehl’s twelve criteria with the addition of place essence design attributes. Following four classifications, a further interpretation is proposed to identify specific design elements for quality public space design. This includes physical design, socio-economic, environmental, and management aspects. For the specific cultural context of New Cairo, a few elements are prioritized as the presence of separate mobility modes, signage, interactive elements, and creative street furniture with proper urban greening. In addition to other design elements proposed in response to user needs of Cairo’s new suburban settlements. Protection-related features are the priority, followed by comfort and enjoyment design attributes. The added value from this study is in identifying a set of factors or attributes that consider users’ needs for a given cultural context.
