Abstract

Medical equipment is the main important part of the
healthcare services system. Efficiently purchasing such a critical
issue is a challenge. A lot of resources are used for the right
selection of the required medical device. Even though the result of
choosing the best suited device may go wrong, and you are stuck
with a device that does not suit your needs. Therefor, organizing
and preparing the specifications for a tender is very important for
the selection ofthe best suited device/devices. The aim ofthis thesis
is to create an automated evaluation and ranking system based on
standardization to select the most appropriate medical equipment
from the presented offers. Five Multi Criteria Decision Making
techniques (MCDM) and two criteria weighting techniques are
utilized for the evaluation of the suggestions of healthcare devices.
Moreover, a software program is put into design and
implementation for the evaluation of the suggestions using various
criterion either generally, technically, or financially. Each criteria
have a set of evaluation points. A score- index is generated for each
criteria separately. The Emergency Care Research Institute (ECRl)
is selected to be the technical reference for medical equipment
specifications. Applying, the choice was for Imaging devices, e.g.
X-Ray, CT, and ultrasonic equipment to be utilized for the testing
of the program. The outcome shows that The Technique of order
Performance to Ideal Solution (TOPSIS) and Multi-Objective
Optimization on the basis of Ratio Analysis (MORRA) are the best
MCDM techniques, Also Emerging Network to Reduce Orwellian
Potency Yield (ENTROPY) is the best criteria weighting
technique. In addition, the results show the identity between the
designed model with refer to fifty experts’ questionnaire with
correlation not exceeding 2% In-order-to enhance the medical
service in healthcare facilities, depending on standards.
