ثانيا : ملخص الدراسة باللغة الإنجليزية

First: An introduction for studying problem:
Civil organizations began to spread more and more until they met most of the demands, satisfying most of the human needs, whether economic, social, cultural, health or educational, and the emergence, survival and continuity of these organizations is linked to the contributions they provide to the community in terms of the contributions they need, and thus the community provides support, protection and support Contemporary organizations are characterized by the multiplicity and diversity of their goals, their growing size, their tendency to specialize in their functions, their ability to effect change in the surrounding environment, as well as their ability at the same time to perceive, comprehend, respond to, and respond to the changes occurring in the surrounding environment.
The traditional role of civil society organizations, being service or relief organizations, has led to a review of the traditional role of these organizations and the search for adopting more flexible and modern concepts in order to keep pace with the developments of this era, and we find that in light of globalization and shifts in the perception of civil society organizations, their specializations, their implementation, and the roles assigned to them appeared More modern concepts seek to manage these organizations in a manner that achieves sustainable development together to preserve the independence of their entity in light of the changing conditions in Egypt, as the concept of good governance appeared alongside the administration, which seeks to shed light on the participation of people and taking into account their interests in order to reach well-being and sustainable development and follow a more effective system Democracy, transparency and integrity as the concept of good governance is hollow in the absence of citizen participation in decision-making and its importance in creating a successful administration that tries to address many administrative problems such as ambiguity in applicable laws and regulations and trying to find ways to simplify procedures in order to combat administrative corruption. Transparency contributes to increasing the degree of confidence that organizations grant to their employees and citizens reviewing for the obtainment For the services they want.
Civil societies are one of the civil society organizations and one of the most important institutions for the professional practice of social service in general, and the way society is organized in particular. What increases the importance of civil organizations as a major field for professional practice of the method of organizing society as one of the basic methods of the social service profession is the characteristics and powers that these organizations have become distinguished in our present day in terms of characteristics and powers that they did not possess in the past, the most important of which are freedom of movement, interaction, flexibility, and the ability to work. Al-Sorayai, which dyed it in a more formal form than before, and what is supported by the various amendments and changes to Law No. (32 for the year 1964) concerning civil societies and institutions, and the issuance of Law No. (153) (1999) instead, which was also amended by Law No. 84 for the year 2002) to give more freedom in working with these organizations.
he advancement of civil organizations and the development of their performance require management on scientific grounds of planning, organization, control, decision-making and modern systems and their implementation. Therefore, the administrative system in these organizations must be integrated and coordinated with the rest of the subsystems, as well as evidence and between the local environment. In order for civil organizations to be able to perform their role efficiently and effectively, and to be able to face the obstacles and problems they face, they must develop themselves in management methods through modern concepts such as governance. The governance of civil societies is a system for oversight and guidance at the institutional level, which defines responsibilities, rights and relations with all concerned groups, and clarifies the rules and procedures necessary for rational decision-making related to the organization’s work. It is also considered a system that supports justice, transparency and institutional accountability, and enhances confidence and credibility in the work environment.
Hence, studying organizations within the framework of the method of organizing society is necessary because of the method’s cognitive content and activities for practice that would support these organizations and agencies, and analyze the effectiveness of civil organizations in relation to their organizational capacity and structure, in order to help achieve the set goals.
Here, the importance of the study, which we will monitor the reality of transparency, the requirements and standards that must be met in civil organizations to spread the culture of transparency and accountability in them, as well as the role of the social organizer in consolidating this culture, as well as monitoring the obstacles to the application of these requirements, helps to identify the weaknesses and strengths of its administrative system and determine the level of transparency. In these organizations, by shedding light on the applicable laws and regulations, and trying to find ways to simplify procedures in order to spread a culture of transparency and curb corruption.
Secondly: The importance of study:
1. Governance (good management) has become a societal requirement and a modern administrative method that works to improve the level of performance of these organizations and facilitate their interaction with the community in order to achieve the desired goals of their establishment in an effective and effective manner, which considers transparency and accountability the most important element.
2. Working to spread a culture of transparency and accountability among civil organizations has become an urgent necessity to achieve credibility and societal legitimacy for these organizations, which is considered one of the modern issues in social work.
3. Knowing the requirements that must be met to spread and apply transparency in civil organizations, as well as international and local standards that achieve this, and the role of the social organizer in applying them.
4. Identify the obstacles that prevent the application of requirements and standards of transparency in civil organizations and ways to overcome them.
5. Reaching a proposed perception from the perspective of the method of community organization to activate the standards and requirements of transparency in civil organizations.
Thirdly: The aim of study.
1- Knowing the requirements that achieve transparency for civil organizations, whether related to the information system of civil organizations or those related to the administrative communication system and the administrative participation of workers in organizations, and the procedures and instructions for work within civil organizations or the system of accountability and accountability for these organizations.
2- Identify the obstacles to implementing the requirements and standards of transparency within civil organizations.
3- Developing some proposals to overcome obstacles to the application of transparency requirements and standards within civil organizations.
4- Reaching a mechanism from the perspective of the community organization method to activate the standards and requirements of transparency in civil organizations.
Fourthly: questions of the study:
You can determine questions of the study are as follows.
The extent to which the requirements of transparency are met by civil organizations?
This main question is divided into the following sub-questions:
A- What are the requirements for the information format of civil societies?
B- What is the extent of meeting the requirements for the coordination of communication within the NGOs?
C- What is the extent of the availability of the requirements for the coordination of administrative participation of the board of directors and of civil society workers?
D- What is the extent of availability of the accounting system requirements within the NGOs?
E- What are the requirements for the coordination of work procedures and instructions within NGOs?
F- Determining the obstacles that prevent the application of transparency requirements within civil societies and identifying proposals to overcome these obstacles.
G- Reaching a proposed perception from the perspective of community organization to achieve the requirements of transparency in NGOs.
Fifthly: concepts of the study:
The study concepts in the following concepts:-
1. The concept of Requirements.
2. The concept of non- governmental organization (NGOS).

Sixthly :methodological procedures of the study:
1. Kind of study: The present study belongs to the descriptive one.
2. The used methodology: Consistent what kind of study and its
objectives have been using social survey of both types approach (comprehensive survey, the sample).
1. The social survey of the (97) members of the boards of directors of the civil societies in Assiut, of whom (75) participated, and (12) did not participate due to individual special circumstances.
2. The social survey of the sample system for workers in civil societies, their number is (105) individuals.
3. Tools of the Study:
In this study, the use of a range of research tools imposed by the nature of the methodology used and the type of study on the one hand and research objectives on the other hand, These tools are.
a. Questionnaire to both the form of .
1. Workers in civil societies for (12) civil societies in Assiut. The questionnaire was applied to a sample of (105) single.
2. members of the board of directors of these societies, their number is (97). (75) of them participated and (12) did not participate due to individual special circumstances.

Studying was applied on.
1. The workers in the aforementioned civil societies, their number is (120) individuals.
2. The 47 members of the boards of directors of the aforementioned association.
Time field (scoop):Collecting data took from 16/2/2021 to 16/3/2021.
Seventhly: processors and statistical methods:
The use of a range of processors and statistical methods to analyze the results of the study, interpretation and consistent with the nature of the current study, a.
1. duplicates and the percentage to calculate the responses of employees and members of boards of directors, and of unknown parentage.
2. arithmetic mean and standard deviation for some personal and social variables of the study sample of workers and members, and illegitimate children.
3. The weighted average grades and the relative arrangement of each variable of the study variables phrases.
4. Total and relative weights and weighted averages and relative degrees of dimensions.
5. calculate the relative strength of each variable form of variables to determine the indication of the level of relative strength.
6. Cronbach’s alpha for the stability of the expense of the stability of the form transactions.
Eighthly: Results of the Study:
The current study resulted in a set of results which in turn answered to the questions of the study and these results can be explained as follows.
1. The results of the study from the standpoint of employees and board members:
1. It was found that the majority of workers in NGOs are women, with a percentage of 61.1%.
2. The results showed that the majority of civil society workers are between (25-35), with a rate of 49.4%.
3. It was found that most civil society workers have experience of 5 years or less, as their percentage reached 41.1%.
2. Results of the study from the viewpoint of unknown parentage:
7. The results showed that the degree of approval for the field of information systems is 1.80%.
8. The results showed that the relative strength of the format of administrative communication is the highest in the availability of NGOs, with a rate of 75.36%.
9. The results showed that the relative strength of the coordination of work procedures and instructions in NGOs reached 70.23%.
10. The results showed that the relative strength of the pattern of administrative participation in NGOs reached 70.7%.
11. The results showed that the relative strength of information coordination in NGOs reached 63.11%.
Eighth: Recommendations of the study:
1- Working to strengthen the commitment of civil organizations in general and NGOs in particular to transparency by attaching employees to seminars and conferences dealing with practices and contents related to transparency.
2- Activating the role of civil associations’ boards of directors to support the principle of transparency by opening the way for the participation of employees.
3- Work to reconsider the formulation of laws, regulations and legislation that are surrounding each other Ambiguity or complexity and work to simplify and formulate it in an
understandable and integrated way.
