The freedom of expression one of the most important human rights guaranteed by the constitutions and most of the constitutions of democratic countries and even non-democratic include provisions that emphasizes the respect for this right and remain intact, while prepared Islam right and obligation. And thus it can be inserted into the freedom of expression under the following: is the definition (the expression of ideas and opinions through speech or writing or artistic work without censorship or government restrictions, provided that does not represent the way the content of ideas or opinions what could be considered a violation of the laws and customs of the country or the group that allowed freedom of expression), and the attendant freedom of opinion and expression, mostly some types of rights and borders such as the right to freedom of worship and freedom of the press and freedom of peaceful demonstrations. Although the personal freedom has boundaries all the time, but sometimes, instead of proving human values source of personal freedom limits to achieve a balance in society and in human life, the physical and authoritarian interests now decide those limits, it is a reality, despite everything published that this allegations being absolute freedom, and historically never found absolute personal freedom, and there is at the present time in any country in the world at all. In Arab countries, despite the presence of clauses in the constitutions of some guarantees freedom of opinion and expression, but it did not come out of the framework of the formal into the application, where many of the freedom of expression in these countries, which prevents its abuses, if not all criticism of the ruler or ruling authority, has exposed writer or journalist to prison torture. We have provided constitutions, including the Iraqi constitution, the importance of freedom of expression in the folds of the constitutional provisions, and then put controls on the exercise of this activity, whether in normal circumstances or in exceptional circumstances.
