The oil sector in Libya is very important, as it represents more than 90 percent of Libya’s exports, and its foreign currencies, and is therefore the most important resource, which relies upon the state in the preparation of the Steering budgets, and plans for future development. More recently the oil sector in Libya is witnessing a major crisis, it is the high cost of product companies operating in this sector, compared with companies in other countries. The researcher believes that this lack of information available, and high costs, is not justified in the presence of many modern systems such as systems (ERP) and techniques (DM). where it is imperative to Libya in light of these requirements imposed by the evolution of the business environment, to benefit from the strengthening of the local IT industry, and gain competitive advantages to compete in a globalizing world. The researcher is trying to provide a framework proposal for integration between (ERP & DM) by expanding and highlight the importance of these systems in improving the effectiveness of IOCM, and thus determined the goal of research in support of the effectiveness of cost management for the oil companies .It has been reached to many of the most important results: the use of DM techniques in sub-operational base for the system ERP data has contributed to the better definition of the cost, and provide an important analytical reports of the results under the link and overlap of these data, which contributed to a deeper her analysis, and to develop new relationships and patterns , serve to improve the effectiveness of IOCM, and support the decision-maker. The results also concluded that the use of ERP system helps improve product quality levels, and achieves logistical support, and control over the cost of production orders, and increases the speed of response of the organization to changes in the external environment. The results showed that DM technology, provides analysis of the large amount of cost data which helps decision-makers to predict their future behavior, and the strengthening of data warehouses through DM techniques help in the discovery of new information about the suppliers and customers .The researcher recommended that the growing interest in the methodology of integration measures when using ERP systems, and work under proper technological environment, to find solid ground absorb the information, technologies and interact with them, and the need to improve the user’s capabilities (ERP & DM) by holding specialized training courses on an ongoing basis until a broader understanding of the benefits achieved.
