The present study aimed at identifying the university system in Egypt and the status of Upper-Egypt universities too. It also identified the developmental needs of the university communities. Then, it figured out the function of the academic research in these universities and to what extent the universities in question meet the actual developmental needs of their communities. It also attempted to map out future vision for developing the academic research role of the universities in question in the light of the developmental needs of their communities as well as the global changes.
The present study used a compound methodology that included a descriptive approach to analyze the actual development and its indicators in upper Egypt and monitor the reality of the research role in these universities in the light of the developmental needs; and prospective (future) technique that used systematic analysis to analyze the university system through universities inputs, processes, and outcomes. Moreover, SWOT analysis was used to evaluate the points of strength and weakness within the system, identify available opportunities , and future threats. In addition, the Delphi Method was used with its several rounds and scenarios tool to draw paths of development. The study was applied on some faculty members at Upper-Egypt universities (Assiut University, South Valley University, and Sohag University).
The study found that the overall research situation in Upper-Egypt universities does not meet the needs of development as required. The study proposed three scenarios to map out the future vision of the development role of research in Upper-Egypt universities.
