The current era especially the last quarter of the twentieth century and the beginning of the twenty-first century witnesses strong upsurge in the movement of change; the technological revolution is
spreading strongly and is rapidly growing (Yusuf, 2004), the matter
which creates a new strong challenge for the human capabilities and
potentials, whether they are mental , psychological or Physical . These
capabilities and potentials that are required by all kinds of the modern
organizations management (Sabri, 2002).
The competitive advantage has become the basis of successful
management of modern organizations, The effective human resource
represents the smart labor force, which enjoys loyalty and
commitment, ; that is the basic element In achieving the competitive
capability of the organization, so without the development of human
resource to be able to comply with all that is new and with all new
changes ; this will greatly reduce the ability of that organization to
achieve competitive advantages , helps it survive , grow and will also
reduce the capacity to strengthen its competitive position locally and
scien fically ( Milke,2002 ) further , as an emphasis on achieving
continuous improvement in the performance of human resources ,

many international organizations developed the training strategy as a
compe ve strategy ( Sharman, 2000).
The qualitative shift in training in addition to the application of
modern theories in its development led To improving the performance
of the trainee , as it has given the e-training an eminent role to play ,
that is because helps developing the skills of human resources, enables
rapid development and change of curricula & programs on the Internet,
in a manner that is in line with the requirements of the age without
extra expensive cost, as is the case with the development of the
software on compact disks ( CD-ROMs ), as an example, as it overcomes
all the obstacles that prevent trainees access to sc ient i f ic material
(elrashed, 2003) the ma er that makes the traditional training
institutions a fashion of the past in spite its being performing their role
for more than two centuries, as a result of global changes in In the
Production, distribution of Knowledge , being supported by the modern
communications and information technology revolution (Abdel-Hay,
2005).
The challenges facing the world today, in addition to the rapid
changes on all aspects of life, makes it imperative for institutions to
adopt the means of modern training to achieve their objectives,
meeting these challenges and increasing their competitive capability,
(Solomon, 2005). The matter which compelled the airlines to design
electronic training programs that make them capable of depending on ,
in developing the means of human resources performance with less
cost and more easier approach in solving the problem of direct
coexistence with the culture of the society , as it is also anticipated for
this to reflect on the e-training and on the polices associated with
human resources development , developing the its performance
techniques the matter which requires exploring the effects of tis

application recognizing its dimensions as well as how to tackle it ; which
necessities reconstructing these techniques in order to be more
compatible with this continuous development and using the e-training
