It has been taking care of the role of Al-Gharbya deputies in Egyptian parliamentary life, because Al-Gharbya department which are characterized by the presence of the families of the owners of large agricultural estates such as Alabd family, Alfar, Gazya, Gazya, Barkoki, Menshawe, Barakat, Albadrawy, Alsheshene, and others, And try to detect its influence in the conduct of the election battle, and their personal culture, and their social status, an attempt to seek the greatest number of votes and publicity work for them, and the most important newspapers that have supported them, the study focused on the knowledge of the role performed by Al-Gharbya deputies in the parliament with it both councils deputies and senates in the period from 1924 until 1952.
The research includes on the Introduction and six chapters and a conclusion, as was the preface under the title role of Congress and the West in Egyptian parliamentary life in 1866 during the era of Khedive Ismail and development until the year 1914, through the study of parliamentary assemblies of the period, the Advisory Council of Representatives, ”1866 - 1879” and the House of Representatives, ”December 26, 1881 - March 26, 1882”, and the Advisory Council of Laws, ”1883 - 1913”, and the General Assembly, ”1885 - 1912”, and the Legislative Assembly, as has been the study of the role of Congress in the West of these councils and the main issues addressed, as it was based on three main axes of economic, social, and political.
The first chapter under the title of the elections in Al-Gharbya Directorate ”1924 - 1931” includes the election battle in 1924, and 1925, and 1926, and 1929, and 1931, recorded as the beginning of the fighting of elections in 1924 following the issuance of the Constitution of 1923 and the end of 1931 elections in the wake of the Constitution Sedki ”October 1930”
Under the title elections in the department of the West ”1936 - 1951” The second chapter to monitor the first election battle after the return of the Constitution of 1923, the 1936 election battle, and end the recent election battle in 1950, and included the election of Chapter 1936, 1938, 1942, 1945, and 1950.
The deputies of Al-Gharbya and political issues was the subject of Chapter three, including the most important parliamentary committees in which they participated, and the extent of their contribution to the discussion of the most important issues that were put on the stage of the Egyptian policy, and then a special national cause, in addition to some other issues such as the issue of Palestine, and Egypt’s international relations, such as the discussion of the rules on the status of the provisional Syrians and Lebanese living in Egypt and some internal political issues in Egypt, including the issue of Black Book written by Attorney Makram Ebeid said the actions in which some important political figures in Egypt.
The fourth chapter came on: Al-Gharbya economic issues , and shows the features of the economic life of Egypt, throughout following the discussions of Al-Gharbya deputies to participate in the exposure of many of the important economic issues, which included agriculture and its part of the irrigation of land, building of dams, digging of canals and channels, and problems exchange and discuss the most important agricultural crops, cotton, wheat, maize, fruit trees, and diseases affecting crops, and also included a discussion of the industry and the most important materials used in the industry like cotton, spinning and weaving industry and the industrial interest in education in some schools, industries and interest in hand, and interest in trade and supply of materials through the ports and imports from abroad, and transportation of its importance in public life and facilitate the movement of goods, and to discuss budget items, expressing opinion in it as well as focus on the status of tourism in Egypt, whether internal or external.
the fifth section came on Under the title of Al-Gharbya deputies and social issues, as the deputies discussion came on many aspects of Egyptian social life and their efforts in the discussion of those aspects and to provide solutions, and the most important is education, as they interested in girls education, and the construction of schools, whether primary or junior high, and interest in religious education in government schools and literacy, and health affairs has received considerable attention in the interest of deputies, they called for the establishment of hospitals, and the search for treatment of some diseases, and try to maintain the cleanliness of drinking water, and filling the ponds and wetlands to maintain the health of people, and they have been exposed to subjects related to improving the welfare of staff by increasing wages, and subjected to security issues and maintain the security, particularly in villages, and discussed the most important legislation and the importance of judicial independence in its affairs, and they discussed Some of the issues of intellectual, as mentioned disadvantages of Christian missionaries in Egypt, and the encroachment on the Islamic religion by missionaries, and commented on some of the topics that belong to some books such as the question of the book ”in the Pre-Islamic Poetry”, authored by Taha Hussein, the Dean of the Faculty of Arts in the University of Egypt.
Section six came on Al-gharbya deputies and the issues of the region, the study dealt with the interest of Al-gharbya deputies in solving the several problems of the region especially the main topics, which is closely linked to the lives of people living, First, agriculture and the related problems to it such as irrigation, drainage and transportation because of the breadth of the Directorate and it’s importance , and the roads to transport goods or in living, and the issues that concerning health and the establishment of hospitals notably in the villages, and the need for doctors to treat patients, and the establishment of mosques and the restoration and reconstruction of what is able to fall, and interest in education and the creation of some schools in some areas with many people, and discuss some issues concerning security and litigation and, finally, comes the most important conclusion to tells the results reached by the study.
