Abstract It is obvious that mamluk sultan was primus inter pares . he was an absolute ruler ; appointed and deposed at his will the highest officials of all branches of the mamluk government. He had to sit regularly not only to hear causes but also to receive complaints and petitions at the citadel. Thus the mamluk sultan was in charge of the overall administration of all governmental affairs. It is clear that mamluk sultans introduced a new and peculiar political system. The administrative system of the mamluk sultanate was a complicated one but despite its complexity it was well – organized and comparatively stable during the great part of the mamluk period for example sultan baybars I established a well – organized system of post that connected every part of the dominions with cairo . |
